System of Higher Education


The System of Higher Education in Belarus is defined by the Education Code.

Higher education is the level of basic education aimed at the development of the student’s personality, his intellectual and creative abilities, the formation of their competencies necessary for the performance of professional activities, culminating in the qualification of a specialist with higher education.

Higher education in Belarus comprises the following types of education:
general higher education in the implementation of the educational program of bachelor, aimed at training of specialists with qualification and degree «Bachelor»;
in-depth higher education in the implementation of the educational program of magistracy, aimed at the training of specialists with the awarding of the degree «Master»;
General higher education gives the right to continue higher education (obtaining in-depth higher education) and employment in the specialty, awarded qualification and degree «Bachelor».

In-depth higher education gives the right to the development of the content of the educational program of postgraduate studies at the level of scientific-oriented education and employment in the specialty and degree awarded «Master».

Participants in the educational process in the implementation of educational programmes of higher education are students, legal representatives of underage students, mastering the content of educational programmes of higher education, academic and research staff.

Students are issued with a student card for the entire period of their higher education, and a grade book, samples of which are established by the Ministry of Education of the Republic of Belarus.

Higher education programmes are divided into:
Bachelor’s degree programme;
Master’s degree programme;
continuing higher education programme.

Educational programmes of higher education are provided in full-time, part-time and distance learning.

Educational programmes of higher education are realized in institutions of higher education - universities, academies, institutes.

General higher education in full-time education lasts from four to four and a half years.

The period of completion of general higher education in part-time and distance education may be extended by not more than one year.

Full-time higher education (master’s degree) lasts from one to two years.

The period of obtaining in-depth higher education in part-time and distance education may be extended by no more than six months.

Special higher education in full-time education lasts from five to six years.

The duration of special higher education in part-time and distance education may be extended by not more than one year.

The duration of the second and subsequent general higher education or special higher education must be at least two years.

The educational process in the implementation of educational programmes of higher education is organized by academic years (training courses). The academic year for the implementation of higher education programmes is divided into semesters. Students are entitled to holidays of at least 2 calendar weeks during the academic year; summer holidays of at least 4 calendar weeks.

The educational process in the implementation of higher education programmes is carried out in study groups. The study groups can be grouped into two or more study groups and divided into subgroups.

The main forms of teaching in the implementation of educational programs are the training session: lecture, practical, seminar, laboratory class, test work and other activity, practice. Training sessions can be held on shifts.

Scientific research is an integral part of the content of the educational program of master’s degree. Scientific research is carried out in accordance with the individual plan of work of master student. Scientific research can be an integral part of the educational program of bachelor.

INTERNATIONAL COOPERATION IN HIGHER EDUCATION


International cooperation in the field of higher education is aimed at obtaining foreign citizens and stateless persons temporarily staying or temporarily residing in the Republic of Belarus, in educational institutions of Belarus, to exchange students, academic and research staff, as well as participation in international educational conferences.

International cooperation in the field of education is carried out on the basis of international treaties of the Republic of Belarus, agreements concluded between the educational institution of the Republic of Belarus and a foreign organization, an international organization and a foreign citizen.

International cooperation in the field of higher education shall be based on the principles of independence, equality, mutual benefit and respect and shall not prejudice the sovereignty of the Republic of Belarus, national security and the interests of the individual, society and the State.

Education in the Republic of Belarus by foreign citizens and stateless persons permanently residing outside the Republic of Belarus.
Foreign citizens and stateless persons permanently residing outside the Republic of Belarus have the right to education in the Republic of Belarus.

Foreign citizens who receive education in the Republic of Belarus at the expense of study grants are awarded a scholarship, paid supplements to scholarships for academic, scientific and social achievements, and provided with material assistance, as well as housing in a dormitory for the period of study.

Academic mobility is the exchange of students and academic staff of the Republic of Belarus and the foreign State for the purpose of training, professional development and improvement of pedagogical activity is achieved through the implementation of international programmes, international treaties of the Republic of Belarus, treaties.

Academic mobility is based on parity and is temporary. Students and academic staff must return to their country of permanent residence after completing their training, upgrading their qualifications and improving their teaching activities.
The duration and other conditions of academic mobility are established by agreement.

Competitiveness of BSUIR in the international arena

Interest in BSUIR as a university providing quality higher education in the field of IT-technologies and radioelectronics allows to develop business and friendly relations with foreign missions: Embassy of Vietnam, Embassy of India, Embassy of Mongolia, Embassy of Uzbekistan, Embassy of Azerbaijan, Embassy of the People's Republic of China, Embassy of Zimbabwe, Embassy of Kenya, Embassy of Egypt. For instance, with help of the Embassy of the People's Republic of China, the China-Belarus University Alliance was established, which included more than 80 universities of China and Belarus, and cooperation between BSUIR and Chinese universities in educational and scientific spheres was developed within the framework of joint educational programmes, research projects, scientific publications.

In cooperation with embassies BSUIR has the opportunity to introduce its educational activities, the list of educational programmes of bachelor's, master's, postgraduate and doctoral studies to interested citizens of other countries through the distribution of advertising information, business and friendly meetings. Thanks to contacts with embassies, university students have the opportunity to learn about the culture and traditions of other countries, their economic way of life and social relations.

The results of BSUIR's educational activities favorably distinguish it from other universities, according to stakeholders' assessment. BSUIR has the opportunity to strengthen its competitive advantages in the state and in the international arena through promotion in world rankings. Usually, the most weighty and significant for the global ranking competitive advantages of the university testify to the high quality of education and attract the attention of stakeholders to the university.
